Mexican style Sheppard's Pie

My kids love Sheppard's Pie so I decided to try something new by making it with refried beans and rice instead. It went over so well.
We served this with tortillas and it was a meal unto itself.

Ingredients

1 lb. ground beef
1/2 cup Gator Hammock Seasoning*
3 Roma tomatoes, diced
1 cup white rice
2 cups water
1/4 cup onion, chopped
1 tsp salt
8 oz. grated cheese, I used a Mexican blend
8 oz. sour cream
2 cans refried beans
Tabasco sauce or other 'hot' sauce

*If Gator Hammock is not available in your area, my sympathies. I will update in comments the closest means I have found to duplicating it.

Method

Preheat oven to 300.
In a medium pot, bring water to boil with tomatoes and onions. Once boiling, add rice, salt and 1/4 cup of Gator seasoning. Cover and reduce heat to low. Once the rice is tender, add Tabasco sauce to taste and remove from heat. Do not cover.
Brown the ground beef with remaining Gator seasoning over medium heat.
In a medium pot, heat refried beans over low heat. It should be easily stirred and often.
In a 9 x 13 glass pan, evenly layer the bottom with the ground beef. Spoon the rice over the top evenly. Gently spoon the refried beans over the top, if they are cold or not thoroughly heated, they won't spread easily.
Cover with half of cheese and then aluminium foil. Place in oven for fifteen minutes.
Remove and layer the top with a thin layer of sour cream and decorate with remaining cheese. Serve hot.
