Preheat oven to 350 degF. Lightly oil an 8 inch cake pan or square pan. In a medium bowl, stir together first five ingredients. Stir in water, oil, and vanilla. Spoon into pan. In a small bowl, mix sugar and cocoa well. Add hot water and stir well. Pour over cake batter in pan. DO NOT MIX. Bake in oven for 40 minutes. Let cool and then serve. More pudding on the bottom if you serve it fresh. Less pudding after overnight in the fridge.
