Heat oven to 400°F. Combine flour, sugar and baking powder in large bowl; cut in butter with pastry blender or fork until mixture resembles coarse crumbs. Stir in milk just until moistened.
Spoon 2 tablespoons batter into each paper-lined or greased muffin pan cup. Bake for 14 to 18 minutes or until lightly browned. Serve warm with butter and jam or preserves.
Lightly mold batter into round flat shapes and bake on greased cookie sheets.
