1 - Open the ramen packet, and fling the noodles out your dorm window like a frisbee (or keep them for a plain water-boiled meal later).
2 - Dump the contents of the spice pack into the bowl, add water until you think there's enough to satisfy you, and stir a bit with that lonely spoon that probably isn't washed from the last time it was used.
3 - Stick the mess in the microwave for 3 minutes on high setting, pull it out and let cool or get pizza burn, I don't care.
