Mix the Bisquick, 1/2 cup sugar, nutmeg and milk. Spread into a 9x13 greased glass baking dish.
Bring the water and 1.5 cup sugar to a boil.
Place berries on top of the Bisquick mixture.
Pour the boiling water over the berries.
Bake for 30-40 minutes at 375 degrees. Cobbler will bubble up through the berries and will be light golden brown when done.
Let sit before serving, but delicious when warm with vanilla ice cream!
