Potato Salad for large group

8 pounds raw potatoes
3 cups water
2/3cup oil
1/8 teaspoon pepper
1/2 cup vinegar
2/3 cup sugar
1 1/2 cups Mayonnaise
1 1/2 tablespoons mustard
2/3 cups chopped onion
8 hard-boiled eggs.
4 ribs if celery,, chopped


Pare potatoes and dice. Divide into two pans. cover each with half of the water. Boil for 12 minutes. Poor into large dish pan. In a saucepan, heat oil, vinegar, and sugar. Pour over hot potatoes. Stir well. Add to potatoes remaining ingredients. Stir lightly. Place in covered containers and refrigerate.
